Istanbul Development Agency operates as an institution aimed at strengthening cooperation among public institutions, the private sector and civil society organizations, ensuring efficient resource use and mobilizing local potential. Agency seeks to accelerate regional development and reduce disparities between regions in alignment with national development plans and policies, conducting its activities under the coordination of the Ministry of Industry and Technology.
In line with these objectives, various support mechanisms are implemented to facilitate access to finance for ecosystem stakeholders. One such mechanism is the Interest-Free Loan Support program designed for enterprises. Under this program, businesses are provided with financing through an intermediary bank, including a grace period before repayments begin. Most recently, in 2023, the Digital Transformation Istanbul Interest-Free Loan Support Program was launched to enable enterprises to effectively implement their digital transformation processes. Within the program framework, enterprises were required to prepare and submit digital transformation roadmaps to the Agency and design their projects in alignment with these roadmaps. Additionally, applicants were obligated to obtain loan eligibility certificates during the application process.
Through this tailored and roadmap-driven approach, enterprises not only gain financial relief but also a structured pathway to modernize their operations and strengthen long-term competitiveness. The program stands out as a strategic instrument that links financial support directly with measurable digital transformation outcomes.
Istanbul Development Agency will continue to implement similar support programs in the coming period, facilitating enterprises’ access to the necessary financing to effectively manage their digital and green transformation processes. This approach will contribute to accelerating technology-oriented and sustainable investments and will help Istanbul-based enterprises strengthen their position within both national and international value chains.
